Our Founder

Rachel Doba

Rachel Doba founded DB Engineering in 2008, a Woman-Owned Business Enterprise (WBE) and Disadvantaged Business Enterprise (DBE) dedicated to delivering high-quality work, building strong relationships, and surpassing industry standards. With over 25 years of expertise in civil engineering, she brings deep knowledge in water and wastewater engineering, civil and site design, and commercial, retail, and residential site development.

Under Rachel’s leadership, DB Engineering has become a leading firm in Indiana known for its commitment to delivering tailored solutions for each project or challenge. The company has been highly regarded for numerous, well-known projects across the state. From transportation engineering to trail and greenway design, DB Engineering has delivered projects that have been transformational for Indiana communities.

DB Engineering's excellence is reflected in the industry recognition it has received, including the 2022 ACEC Grand Project Award for the SR 37 & 126th Street Interchange and multiple ACEC Honor Awards for projects like the I-65 Southeast Indiana Design Build, the SR 37 Stormwater Drainage Line Project, and the 2024 Merit Award for the Keystone Avenue South Stormwater Outfall. The firm's involvement in significant initiatives, such as the DigIndy project, further underscores its role in driving critical infrastructure advancements.

Rachel holds a Bachelor of Science in Civil Engineering from Purdue University.

Resident Project Representative (RPR) / Construction Lead Inspector

Qualifications:

  • Education: Bachelor's degree in Civil Engineering, Construction Management, or a related field preferred.

  • Experience: Minimum of 3-5 years of experience in construction inspection, preferably in civil engineering projects or transportation infrastructure.

  • Certifications: Certification in accordance with the Indiana Department of Transportation (INDOT) Certified Technician Program (CTP) is required. OSHA 10-hour or 30-hour Construction Safety training is desirable.

  • Knowledge: Familiarity with American Public Works Association (APWA) standards and guidelines, ADA, and PROWAG.

  • Skills: Strong understanding of Federal, State, and Local construction plans, specifications, and standards; proficiency in computer software (e.g., Microsoft Office suite, PDF editing software); excellent communication skills; strong attention to detail.

Responsibilities:

  • Perform on-site inspections to ensure compliance with approved plans and regulations.

  • Monitor contractor's quality control and verify construction conforms to the contractor's quality control plan.

  • Make field measurements, computations, and records of acceptable work.

  • Prepare and maintain project records in accordance with DB Engineering's, client's, and government's standards.  

  • Collaborate with project engineers and other team members to ensure project success.

  • Maintain strong relationships with clients, contractors, and regulatory agencies.

Additional Requirements:

  • Valid driver's license and reliable transportation.

  • Willingness to travel to various construction sites within the designated region.

  • Commitment to upholding ethical standards and promoting safety in all construction activities.

Civil Engineer

Qualifications:

  • Education: Bachelor's degree in Civil Engineering from an accredited college or university.

  • Experience: 2-20 years of experience in Transportation or Water Resources Engineering (Stormwater/Drainage).

  • Licensure: P.E. license, or planned achievement of P.E. license in Indiana is highly desired. PM level candidates will be considered.

  • Technical Skills: Proficiency in AutoCAD, Civil 3D, and relevant design software.

  • Knowledge: Strong understanding of local, state, and federal regulations and standards, particularly those related to transportation and stormwater management.

Responsibilities:

  • Assist Senior Project Managers in the design and implementation of transportation and water resources projects.

  • Perform tasks including quantity calculations, design computations including geometric design of transportation infrastructure, traffic signal/lighting design, and hydrologic and hydraulic analysis including drainage design, pipe sizing, inlet spacing, culvert design, permitting, etc.

  • Prepare design plans, specifications, and construction documents.

  • Coordinate with clients, contractors, and utility regulatory agencies.

  • Conduct field inspections to ensure compliance with project plans and specifications.

  • Prepare construction reports and project documentation.

  • Stay current with industry trends and best practices.
